Description:
Innovative public procurement in the municipalities of the Baltic Sea region is rarely implemented because public sector institutions and suppliers face several obstacles such as the absence of innovative ideas in the institutions, lack of competence and experience of employees, ignorance of technological/innovation tendencies, risk of risk, complex implementation. Implementation of innovative purchases requires more effort and resources (time, human, etc.), so public sector organizations need tools to motivate them, help exchange experiences, get to know good examples, encourage cooperation and provide new competencies and knowledge. In view of the issues identified, the contracting authority seeks to acquire a tool to help urban municipal employees and managers to raise their competencies in the field of innovation and to encourage artificial intelligence solutions and play elements to encourage them to initiate and implement public procurement.
