One of the most important sections of the Rail Baltica line, which will link the Baltic States with the European high-speed rail network, is the Kaunas-Panevėžys-Latvia border railway section, which includes the works. Officially, the contract was finalised on October 15, 2025.
New railway embankments, bridges, road crossings, and land reclamation projects are all part of the awarded contract, which spans 12.28 km between kilometres 102.43 and 114.71 of the planned route.
The project consists of:
preparation of the land and earthworks;
building culverts and bridges;
development of access and secondary roads;
incorporating ecologically friendly building techniques.
The project is funded by the EU's premier transport infrastructure programme, the Connecting Europe Facility (CEF) 2021-2027. According to national sustainability standards, this stage of Rail Baltica's development places a strong emphasis on environmentally friendly procurement practices and minimising its negative effects on the environment.
An important part of Rail Baltica's north-south route, the Kaunas-Panevėžys-Latvia border corridor, will soon be connected thanks to this construction. By cutting down on travel times and facilitating goods movement between the Baltic States and the rest of Europe, the section will improve both national connectivity and cross-border transport efficiency.
With HISK anticipated to use eco-friendly materials and energy-efficient construction technologies, the project also advances Lithuania's sustainable transport development goals.
The procurement review body for this project is the Vilnius Regional Court (Vilniaus apygardos teismas). The LTG procurement provides access to contract and procedural documents.
Lithuania's dedication to contemporary, environmentally friendly, and interoperable transport infrastructure is reaffirmed with the awarding of this €104.8 million contract to HISK, which represents another significant milestone for the Rail Baltica megaproject. Long-term economic and environmental benefits are anticipated as the Berčiūnai-Joniškėlis section is built, further integrating the Baltic region into the European rail system.
